This is the mantra of the Mahabodhisattva Manjusri, or the Buddha in his wisdom aspect, and chanting it is believed to enhance your ability to receive wisdom.
To do it, chant or say "Om vagishvara hum".
For maximum effect, repeat this mantra 108 times.
